Also, I REALLY don't like the idea of someone else being able to watch me play. Imagine finishing a mission or quest, and then an hour later some jerk PMs you out of nowhere with "omfg n00bl3t, i cant believe you didn't bring this wep and that hero running such and such build and ur amor sux i never die there lol"

Edit: Forgot to talk about the actual suggestion. XD I'm sorry, but as people have already said, there's no realistic way for the game to know if you meant to pull a lot of groups, if the power went out and you had no choice but to be disconnected, if you used a less efficient but fully-charged skill to finish off a monster, etc.
Everyone should get to play. Just because your score is low doesn't mean you're not a competent player. And the way I look at it, I'm playing this game in my free time. I'm in it for the fun. I'm not in a hurry to get anywhere in the game, so restarting a mission's not going to ruin my day. And besides, even a bad PUG is okay by me because two of my closest friends play Guild Wars too, and we often PM each other with "Oh my God, you will not BELIEVE what I just went through in Thirsty River" or something.
Also, if they implement a system in which players can rate each other, you just know it'll be abused by 12-year-old mouthbreathers who are just mad you didn't give them free steel or something. Griefers are already causing havoc in pre-searing for nothing more than their own trollish satisfaction, so imagine what they'd do with a system like this in place.
And that's not even taking into account the people who will sell off their high ratings. Want an instant extra five stars? That'll be 500g, plz.
